Palo Alto Commission: Park, Compost, or Haul Stuff to Gilroy? (or punt)

A commission in Palo Alto bailed on a plan to set aside a piece of a park for a composting facility. They also seemed to punt the next round of decisions to an "independent task force" to find a way to keep composting local as opposed to shipping it to Gilroy.

It seems that this sets up an interesting conundrum for communities:

If it is environmentally harmful to ship composting (or recycling, or trash) OUT of your community, do you want composting (or recycling, or trash) facilities IN your community?

I know the Palo Alto decision isn't San Mateo County-centric, but what about the larger issues here? Watch Dogs wants to know your thoughts.
