Morning News Round-Up -- 4.20.09: Cheech and Chong Edition...

Everyone can rest a little easier...the boat lodged under the San Mateo Bridge will be removed (hopefully) today...

Some San Mateo residents are looking to tax themselves...that's right, tax themselves. The alternative is to pay for flood insurance, which is pretty expensive. Instead, they want to impose a tax to make levee improvements. Makes sense to Watch Dog...
