On the one side you seem to have environmentalists...and on the other side you have, well, everyone else.
As the story shows, the tensions and accusations are about to fly. Witness Save the Bay's chief David Lewis accusing Redwood City Mayor Rosanne Foust with "barnstorming and pressuring other elected officials" to oppose Measure W.

I don't think you're quite right when you say it's environmentalists on one side and everyone else on the other.
Speaking for myself, and knowing several environmentalists who are also against Measure W, the more correct statement might be something like:
"environmentalists on one side, and other environmentalists and everyone else on the other."

Heightening tone is right...Many Redwood City Citizens are talking up a storm about how City Council is on a witch hunt to get back their power to do what every they want with future developments!
